Early
Childhood Substance Abuse
Prevention
Substance abuse prevention
is important to consider at all stages of life. Many
programs target children during their adolescent years -
a time of increased risk for drug abuse. Increasingly a
need is being felt to address prevention at a much
younger age.
NIDA in
their Preventing Drug Use Among Children and
Adolescents Guide speaks to this issue. To
begin addressing specific risk factors in a young
child's life that lead to drug and alcohol abuse
it
advises intervening as early as the preschool
age1 . In
fact, the preschool age is an ideal time to initiate
prevention
programs to young children. Not only are there specific
risk and protective factors that can be addressed at
this age, but it is becoming an increasingly accessible
group to target.
The
Growth of Preschools Within
the last decade, the number of parents enrolling their
children in structured preschool programs has grown
markedly. One statistic reveals, from 1991 to 1999, the
number of preschoolers who were involved in a
center-based child care increased 59.3% 2. The State of Preschool 2007
Report, issued by The National Institute for Early
Education Research, reported enrollment for
state-sponsored preschools (38 states currently fund
state-sponsored preschools ) had reached an all time
high, topping one million children. This was an increase
of more than 80,000 children from the previous year
(and, these numbers represent only state-funded
programs) 3. It is clear
preschool is becoming an increasingly influential
experience on a young child's life and is becoming a
significant part of early academic and social
preparation.
Risk and Protective
Factors As an increasing number of children
attend preschool, it is an excellent time for prevention
programs to "step in" and address this growing
population. While many outside of the prevention field
might wonder how to appropriately introduce drug and
alcohol education to 3-5 year olds, those in prevention
understand there are age-appropriate methods to meet the
prevention needs of young children. In early childhood,
many risk and protective factors which lead to or
protect children from substance abuse can be addressed
(see list below). Addressing these risk factors early
prevents them from becoming crystallized or leading to
more significant problems.

Effective
early childhood programs can provide children with a
better chance of avoiding behaviors and attitudes that
may lead to future substance abuse.

Frances
M. Harding Appointed as Director for
CSAP |
SAMHSA
recently announced the appointment of Frances Harding to
the position of Director of the Center for Substance
Abuse Prevention (CSAP). Currently she serves as the
Associate Commissioner of the Division of Prevention and
Recovery for the New York State Office of Alcoholism and
Substance Abuse Services. Over the past 26 years, she
has worked for the State in positions of increasing
responsibility and has also held several national
positions, including President of the National
Prevention Network (NPN) and New York State
representative to the National Association of State Drug
and Alcohol Directors, Inc., where she served on the
Board of Directors.
Harding
is recognized as a leading expert in the field of drug
and alcohol policy and will bring excellent leadership
and experience to CSAP and to communities
nationwide.

ONDCP Announces New
Anti-Meth Public Service
Campaign

The Office of National
Drug Control Policy (ONDCP) has
partnered with Health and Human Services
(HHS), the
Department of Interior's Bureau of Indian Affairs
(BIA), the
Partnership for a Drug-Free America (PDFA), and the
National Congress of American Indians (NCAI) to launch the
first ever anti-meth public service campaign
targeted toward American Indian and Native Alaskan
populations. The campaign's print and radio ads
are available as a free public service from the
MethResources.gov
Web site.
MethResources.gov
is a comprehensive
resource for information in the fight against
meth, and features the following:
- Resources for specific audience groups
(e.g. public safety, prevention and treatment
providers, landlords, parents and kids, and
policy makers/legislators)
- Links to full text publications
- Information on upcoming conferences,
programs, funding resources or opportunities,
policies/protocols, and legislation (current and
past)
- Training and technical assistance
- "Meth in
Your State," a tool
allowing users to obtain information and
resources at the State or local level
- An interactive Web forum which supports
the exchange of information, best practices, and
resources among those involved with fighting
meth.
