Underage Drinking and
the Legal Drinking Age
Recently much attention has
been given to the issue of underage drinking.
Specifically, there have been questions raised regarding
lowering the legal drinking age. In response to this,
several agencies have come together to issue a factual
position paper and statement related to this recent
dialogue on lowering the drinking age to 18. These
agencies include: the National Association of State
Alcohol and Drug Abuse Directors (NASADAD), the National
Prevention Network (NPN), and the National Treatment
Network (NTN).
As a means of
participating in this dialogue, the Southwest Prevention
Center has posted the above statement on its website, as
well as a list of underage drinking resources. In
addition, we have posted several "FAST FACTS" that cover
the issues of Underage Drinking, Social Host Liability,
and Binge Drinking. These publications were put together
by the New Mexico Department of Transportation-Traffic
Safety Bureau and the Institute of Public Law-University
of New Mexico School of Law.
As one additional resource we have also posted a
link below to an article from CADCA that discusses
Scotland's considering raising its drinking age from 18
to 21. 
Utilizing a highly trained staff of prevention
professionals, the Southwest Prevention Center has over
20 years experience providing high quality training and
technical assistance services. We believe
historical research strongly underscores the benefits
gained by increasing the drinking age from 18 to
21. In itself, the significant decrease in alcohol
related car crashes, injuries and deaths achieved by
increasing the legal drinking age to 21 is proof
positive the higher drinking age was the correct
decision. This information, coupled with the
recent new discoveries related to brain maturation and
the impact of alcohol on the brain, substantiates the
importance of maintaining 21 as the national legal
age for consuming alcohol. The SWPC staff will
continue to stand behind research, related data and
experience as it supports continuing the current legal
drinking age of 21.

SAMHSA
Awards $27.5 Million in Project LAUNCH Grants to Promote
the Wellbeing of Young Children in Communities Across
America
The
Substance Abuse and Mental Health Services
Administration (SAMHSA) today announced that more than
$27.5 million in Project LAUNCH (Linking Actions for
Unmet Needs in Children's Health) grants funds will be
awarded to state and tribal programs over the next five
years. Project LAUNCH is a new grant program
designed to promote the wellness of young children ages
birth to 8 years of age by addressing the physical,
emotional, social, and behavioral aspects of their
development.

Applications for Strategic Prevention Framework
State Incentive Grant
Program "Smart
Moves, Smart Choices"
The Substance Abuse and Mental
Health Services Administration (SAMHSA) is
soliciting applications for cooperative agreements
to implement SAMHSAs Strategic Prevention
Framework. The Strategic Prevention Framework uses
a public health approach built on a
community-based risk and protective framework for
prevention. The objective of the program is
to:
- prevent the onset and reduce
the progression of substance abuse, including
childhood and underage drinking,
- reduce substance abuse-related
problems in communities, and
- build prevention capacity and
infrastructure at the State and community
levels.
It is expected that about $38.1
million will be available to fund approximately 20
awards in Fiscal Year (FY) 2009. Annual awards are
expected to be $2.3 million or less per year.
Applicants may request a project period of up to 5
years. The actual award amount may vary, depending
on the availability of funds. The grants will be
awarded by SAMHSAs Center for Substance Abuse
Prevention. WHO CAN
APPLY: eligible applicants are the
immediate Office of the Chief Executive (e.g.,
Governor) in the States, U.S. Territories or
District of Columbia; and federally recognized
Tribes. Only those applicants that have not
previously received a SPF SIG are
eligible. HOW TO

Culture

This symposium will merge current knowledge from
prevention science, education, psychology and medicine
from respected researchers to broaden participants'
collective understanding of the power of school culture
and climate in the healthy development of students. A
goal of this gathering is to develop a cross discipline
agenda and action plan for linking research and practice

climates and cultures for all children.
